Electric Aggregation Program Details

The Village of Romeoville voters approved a referendum allowing the Village to enter into an electricity purchasing agreement which enables local government to combine the purchasing power of its residents and businesses to maximize savings.

The Village of Romeoville has been a member of the Will County Governmental League Electrical Aggregation Group (WEAG) since 2012. The sole purpose of this group is to pool its residential electrical accounts together in order to gain buying power for the purchase of competitively priced electricity from a certified alternative retail electric supplier.

Our current aggregation program with Dynegy Energy expires in October 2018. After a thorough bid process, Constellation NewEnergy, Inc. ("Constellation") was chosen as our new retail electric supplier. This program offers a carbon-free electricity product consisting of 100% of your supply of electricity matched with emission free energy certificates (EFECs) which are further described in the terms and conditions. 

Eligible residential and small businesses will receive a letter in August. This letter will be from Constellation, but will contain the Village logo. Below are the details and instruction that are outlined in the letter. No one from the Village or representing the Village will ever call you or come to your home to get you to switch to an electric supplier.


The contract we have with Constellation is a 36 month program with a fixed rate of 7.517 cents/kWh for the term of October 2018 through October 2021 meter read cycles. As an eligible participant, your account will be automatically enrolled in the program unless you choose to opt-out by August 31, 2018. 

If you are NOT currently enrolled in the Village electrical program, you can still contact Constellation (info below) to be included in our program. You should always contact your existing electric supplier to find out if they will impose a penalty or termination fee should you cancel your contract with them.

You will continue to receive one monthly bill from ComEd. You will still be eligible for the same programs you are eligible for now through the utility, such as Budget Billing, payment agreements and energy efficiency programs. The only change will be in the Electric Supply price on your ComEd bill. Visit ComEd's website for more information on billing - www.ComEd.com. Service issues, power outages or questions. 


This rate from the Village is higher than ComEd?
The current ComEd price to compare is 7.358¢/kWh, residents with the aggregation group are currently paying 7.190¢/kWh. Those rates expire at the end of September. Beginning October 1 the ComEd price to compare will be 7.941¢/kWh, and the aggregation group will be 7.517¢/kWh.

Who allowed the government to do this?
Each community passed a referendum in April of 2012 (with the exception of Lockport which was November of 2012) allowing the municipality to establish an aggregation program.

Do I have to opt-out every time?
Yes. The way that the aggregation programs are established all eligible residents, including those who have opted out in the past, receive the letters and are re-enrolled.

Constellation’s telephone line is busy/bad connection/getting a call back message?
There was an issue with certain customers not being able to get through to Constellation, or having a one way only connection. Constellation has worked to find the problem and it is tied to certain phone customers in our area. They believe that the problem has been resolved at this point.

How much money have we saved with this program in the past?
Since 2012 the program has saved residents and small businesses roughly $31,500,000.
